An administrator can create, edit and delete languages under the sidebar-section Admin > Languages. The languages in this list are used for the translation, a language should only be deleted if it is not used at all.
The admin can add a new language by clicking the + symbol, the whole process is similar to other entities (project, translation, user, etc.).
